I feel an urge to urinate at night at least 3 or 4 times...but little comes out. There is so much pressure that the urine wants to come out... but dribbles. Sometimes I sit on the toilet for 10 to 15 minutes before little comes out!
It sounds very like UTI, urinary tract infection.
A urinary tract infection (UTI) is an infection in any part of your urinary system — your kidneys, ureters, bladder and urethra. Most infections involve the lower urinary tract — the bladder and the urethra.

Fir the last two nights I have gotten up every hour on the hour to urinate. 8 to 16 ounces is released each time. I feel like I can't go back to sleep unless I do go to urinate each time. I am a female, age 68.
Have you eaten something before going to bed, such as watermelon? Also, are you diabetic? Are you currently on any medications? 8 to 16 ounces is not a small amount.

Does this symptom persist? If not, it is most likely to be caused by something you have eaten or drunk before going to bed. If this persists, it would indicate a problem, such as diabetes insipidus, which needs to be evaluated by a doctor.
Besides food, medications, diabetes, you still need to exclude urinary infection. Do you have pain when you urinate? Do you have any kidney stone? You need to have a systematic evaluation if this condition persists.
