I have been experience every morning with extreme numbness for 3 months in my arm, and hand. It last for 15 minutes every 3 hours during the day. Would that be a ministroke on a pain scale of 1 -10 1 being none to 10 being extreme pain about 10.

You may consider calling a neurologist. It's probably related to the spine, especially the cervical spine. Doctors will order tests like MRI for you.
