What is the parameter that is tested to be 13.4? Thyroid function test consists of several parameters, such as TSH, T3, T4, and others. So you should specify what the 13.4 is. If it is TSH, it means that you are hypothyroid and you should increase your levothyroxinine level. If it is T3 or T4, and it is higher than normal, you should instead decrease your levothyroxinine level.
Do you mean that your FT3 is 13.4? You need to regularly check your thyroid function to keep them in a normal range. Too high T3 will cause similar symptoms of hyperthyroidism such as high heart rate, diarrhea, hands tremor etc. If your FT3 is too high, you should decrease the dose of levothyroxine you are taking.

It is 046 or 0.046 or 0.46?
Ms. Jones, I see it's 0.046, however TSH can be stated in different units, e.g. mIU/ml, uIU/ml, you'll have to tell the unit for your value.
Hi, normal TSH level:

21‑54 years: 0.4‑4.2 mIU/L
55‑87 years: 0.5‑8.9 mIU/L

I guess the unit for yours isn't mIU/L?
What happens if the pills don’t work and it keeps going down?
How can this happen? The pills definitely work unless you bought a fake pill, which seems extremely unlikely.

If what you assumed is true, you are still affected by hypothyroidism.
