Have you recently or formerly got bitten by dogs or bats? If no, it's not rabies. Lower leg and ankle swelling could be caused by diabetes or insect bites. Do you have diabetes or is it possible to be insect bites?

If you have no history of bites by dogs or bats, it isn't rabies. It does not sound like bug bites, since you have no rashes. You should check out with a neurologist for spinal cord injury.
